Title 1

Title I is the largest federally funded program within the Elementary and Secondary Education Act (ESEA) and authorized under the newest legislation, Every Student Succeeds Act (ESSA) of 2015. The Title I program provides federal funds to school districts, including Carroll County, to ensure all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach proficiency on academic achievement standards and academic assessments. In Carroll County, elementary schools identified as having the highest free and reduced meal percentages are selected to receive Title I fund and programming. Title I service may include academic, social and emotional, and family engagement opportunities at the school. William Winchester Elementary School has a Title I targeted assisted program.

Title I Intervention Teachers

Research has shown the positive effect family involvement has on a student’s success in school. The Title I program recognizes the importance of family engagement by offering opportunities for adult family members to be involved in their student’s education. These opportunities include, but are not limited to, events and activities for families, adult learning opportunities, parent/teacher conferences, consistent communication, and more. Each school year, parents and staff work together to create two documents, a Home-School Learning Compact and Family Engagement Plan, that outline how parents, staff, and students will work together to improve student achievement and create meaningful partnerships.
